Update (18 December 2023)
The ASDEFCON (AC565) form has been updated, incorporating the following changes:
Requirement to notify Country of Tax Residency
- Removal of fax numbers and notice by facsimile, and alignment of notices clause to clarify when notices are received.
Updated documents are available in the zip folder AC565 RFQ Proforma and General Conditions of Quotation Live Update December 2023 with track changes enabled.
Update (1 July 2022)
The AC565 and SP020 forms has been updated, and incorporates the following changes:
Updates to the Supplier Pay On-Time or Pay Interest Policy (RMG 417), which requires Defence to make all payments to suppliers within the maximum payment terms regardless of contract value. The maximum payment terms are:
- within five (5) calendar days where the application of the Pan-European Public Procurement On-Line (PEPPOL) framework is agreed to between Defence and the supplier; and
- within 20 calendar days for all other invoicing, unless otherwise agreed.
If Defence does not meet agreed payment terms it may be liable to pay interest.
Update (1 October 2021)
The ASDEFCON Purchase Order and Contract Form (SP020) template has been updated and incorporates the following changes:
- new provisions for use when the procurement is subject to the Modern Slavery Act 2018 (Cth);
- new provisions to give effect to the Payment Times Procurement Connected Policy;
- new provisions to give effect to the Pay on Time or Pay Interest Policy consideration of PEPPOL; and
- various minor updates reflecting changes in Defence policies and commercial standards.

Update 24 June 2019
The SP020 form has been updated to incorporate changes to the Department of Finance's Resource Management Guide 417 Supplier Pay On-Time or Pay Interest Policy.
Update 23 April 2019
The AC565 form has been updated to incorporate the new Defence Procurement Complaints Scheme.
The AC565 and SP020 forms include the attached General Conditions and are designed for use when undertaking Simple Procurements.
The AC565 and SP020 forms should be used when undertaking procurements which are for firm price, commercially available goods and repair services, where the risk to the Commonwealth is low and where the time frame for delivery is short. Further guidance on when to use the AC565 and SP020 forms has been included in the Contract Template Selection and Tailoring Guide.
The December 2015 version contains significant changes, including:
- incorporation of the ASDEFCON Styles Set 2015
- new Indigenous Procurement Policy provisions; and
- revised Work Health and Safety provisions to reflect the most current standard.
In addition, minor typographical and grammatical changes have been made, along with updated weblinks and references.
