In this issue of the ADF Journal, Lieutenant Colonel Aaron Beng of the Singapore Armed Forces provides a useful account of submarine developments in Southeast Asia, Chris Brookes addresses Japan's future strategic policy and its implications for Australia, and Rachel Mourad examines the lessons to be drawn from the use of air power in Operation UNIFIED PROTECTOR, NATO's air campaign against Libya in 2011.

Captain Katherine Richards provides a critical assessment of the likely impact on regional security of the dispute over the Senkaku/Diaoyu Islands. Major Nathan Stapleton argues that past strategic policy can provide useful insight into Australia's contemporary defence policy challenges. And Major Emma Maiden addresses the importance of coercion in counterinsurgency operations, highlighting examples from Malaya and Iraq.

In his article, Corporal Gary Jones assesses the potential role of the ADF's Service Police in providing training and mentoring assistance to host nation police forces. Wing Commander Pam Bradshaw then examines three post‐Cold War UN stability operations to argue that the 'liberal peace thesis' and the Western sensibilities that underpin it are flawed.

The final article, by Cate Carter, asserts that there are gaps in the services being provided to veterans. The issue concludes with a review essay by Brigadier Chris Field on Timo Kivimaki's book, 'Can Peace Research Make Peace?'

The lead article in this issue, by current Defence and Strategic Studies course student Jo Woodbury, was judged the 'best article' in this issue. It addresses the promised referendum on the future political status of Bougainville and its implications for Australia.

The Board received more than double the required articles for this issue, so some worthwhile articles were deferred to the next edition or the Australian Defence College's website, as Geddes or Shedden Papers.
