The Government Furnished Facilities (GFF) Licence is the Capability Acquisition and Sustainment Group (CASG) and Security & Estate Group (SEG) approved template for use in conjunction with the ASDEFCON templates. It is for use when GFF will be provided under a Defence contract to a contractor for the purpose of assisting that contractor perform work under the contract.

The current version of the GFF Licence is contained as an Attachment to the Conditions of Contract (with associated clauses in the Conditions of Contract and Statement of Work) in the following templates:

Required approvals under the Lands Acquisition Act 1989 (Cth)

The Lands Acquisition Act 1989 (LAA) requires agencies to seek and obtain approval from the Department of Finance (DoF) before disposing of any interest in land. The grant of a licence or any other document granting GFF to a contractor (such as under a contract), is considered to be a disposal of an interest in land and therefore requires the prior approval of the Finance Minister.

Directorate of Estate Licensing and Leasing, Property Management Branch, Infrastructure Division, SEG is required to report on and maintain a register of all licences on the Defence Estate. It also liaises with DoF to ensure the necessary approvals are in place before licence and contract signature. For these reasons, only a manager from this area is authorised to sign the GFF Licence on behalf of Defence.

Procurement Officers should consult with the above area of SEG when a requirement to provide GFF is identified and where modifications to the template are proposed.
