Gendered approach brings dignity in crisis

Gender advisers and gender focal points play an integral role in operations, such as on Operation Beech in late 2023 and across 2024 when Defence supported a DFAT-led evacuation of Australians and foreign nationals from the Middle East. 

Their insights into the unique needs of diverse groups, especially non-combatants, contributed to the effectiveness of the operation, and also implemented lessons from Australian and allied operations. 

As military operations evolve to address more complex social dynamics, gender advisers are essential in fostering an equitable and humane response to crises. 

Sergeant Selina Ahlstedt is a qualified gender focal point and was part of the team working to tight timeframes to ensure that Operation Beech supported the humane and respectful evacuation of civilians.

“In just 24 hours, we [conducted] a situational analysis and briefing for the crew,” Sergeant Ahlstedt said.

“We worked with loadmasters, pilots, crew attendants, gender advisers and other personnel who had supported Afghanistan evacuations to listen to their experiences and lessons.”

'Overall, our holistic approach aimed to provide the best possible care and support for each evacuee by recognising their unique needs and experiences.'

She described how the team took a comprehensive and culturally sensitive approach to address the needs of the evacuees. 

“We recognised the importance of considering a broad range of social constructs and cultural backgrounds, and took into account factors such as cultural issues and dietary requirements, including halal and kosher food options and running water for handwashing,” Sergeant Ahlstedt said.

“To address potential digestive issues due to evacuee circumstances, we provided bland food options and ensured connectivity by providing phone chargers. We took great care to ensure that dignity kits met cultural needs and expectations, and provided appropriate spaces for personal needs such as nursing mothers. 

“Overall, our holistic approach aimed to provide the best possible care and support for each evacuee by recognising their unique needs and experiences.”

The Air Force Gender Advice Team recently developed tactical assessment cards to support ADF personnel involved in evacuation operations. 

The quick reference cards, Assessing human terrain in an emergency situation, were provided to personnel deployed on Operation Beech to ensure they were well-equipped for likely challenges. 

“It was certainly not smooth sailing – the evacuees were reported as being extremely anxious, confused, concerned for those they left behind and where they were going, but also relief and gratitude to our crews,” Sergeant Ahlstedt said. 

“We briefed everyone before departure, and shared action and information cards about the types of issues they may encounter. More importantly though, we also made sure that ADF personnel knew where to go for technical support as well as any support for their own wellbeing after being involved in potentially confronting situations.”
