Recruiting services contract background
A modern and highly skilled uniformed workforce is critical for the defence of Australia and its national interests. To achieve this, Defence Force Recruiting’s (DFR) mission is to recruit the right people in the right numbers at the right time for the Australian Defence Force (ADF), in order to build, sustain and maximise Defence Capability.
To support the introduction of more complex capabilities, Defence has committed to modernising the entire approach to the ADF Recruiting System. The Recruiting Services Contract Retender presented an opportunity to partner with industry to deliver a recruiting system that will meet current and future demand from the Navy, Army and Air Force. While Defence requires a highly skilled workforce to transition to new platforms and build capacity in emerging capabilities such as cyber, intelligence, electronic warfare and space, being part of the ADF presents a rewarding career opportunity for Australia's diverse cultural landscape.
Procurement outcome
After an extensive, procurement, evaluation and negotiation phases, Adecco Australia has been appointed to deliver ADF recruiting services. Adecco Australia’s solution is a candidate centric and data driven recruiting solution that will modernise the ADF Recruiting System.
Adecco Australia’s contract will commence on 01 November 2022, with an eight month transition period to 30 June 2023. During the transition phase ManpowerGroup will continue to deliver recruiting services.

Manpower Group has held the Defence ADF Recruiting contract for almost 20 years and has made a significant and valued contribution to building the Defence Force recruiting capability. Together Defence and Manpower Group have achieved incredible outcomes, reformed the way Defence attracts and recruits and formed a close and high performing team.
The current contract with Manpower Group will end in June 2023.

Defence Force Recruiting has committed to communicating with Commonwealth and Manpower Group staff to inform them of progress and what this may mean for individual roles.
It is important that the work of Defence Force Recruiting under the current contract continues. The team’s contribution is vital to ensuring that we attract and recruit people into the ADF so we can continue to deliver on our mission.
