The role of the Australian Military Sales (AMS) team is to facilitate international government-to-government (G2G) or commercial-to-government (C2G) gifting, sales or transfer of:

  • surplus Australian Defence Force (ADF) equipment
  • Australian industry products
  • Australian origin sensitive technology.

AMS prepares and coordinates the transfer documentation to enable the gifting, sales or transfer activity.

Expressions of interest

Foreign governments interested in surplus ADF equipment, defence industry products and services must submit an expression of interest form to be considered for a G2G or C2G transfer. Surplus ADF equipment is offered on the basis of 'as is and where is'.

In the case of defence industry products and services, that are not considered sensitive, the submission of the form will not automatically result in the consideration of a G2G. In the first instance, a C2G transaction between the enquiring nation and the company will be encouraged and supported by AMS. A G2G in this instance will only be considered if required.

Australian Military Sales Program items

The Defence Trade Controls (Australian Military Sales Program item) Determination 2024 made under section 5AA of the Defence Trade Controls Act 2012 (DTC Act) specifies certain Defence and Strategic Goods List (DSGL) goods and technology as Australian Military Sales Program (AMSP) items. 

AMSP items encompass Australia’s sensitive sovereign DSGL goods and technologies and are subject to different regulatory requirements. AMSP items are only able to be sold via a G2G mechanism.

Exporters require an export permit to export any specified AMSP item. Applications for export permits must be submitted via My Australian Defence Export (MADE) portal.

Defence is currently developing policy to provide further guidance on AMSP items eligible for export permit exemption and the implementation of the exemptions.
