About the base

The role of Joint Operations Command (JOC) is to plan, control and conduct operations, activities and actions as directed to meet Australia’s Strategic Objectives. JOC is the critical node in applying Defence capability at the operational level and conducts operations and exercises to meet government aims, deepen Australia’s alliances and partnerships, and prepare the Joint Force for future contingencies.

Access

The base is a security controlled site with restricted access starting at the external perimeter fence. All members entering the site are to be cleared and authorised by Headquarters Joint Operations Command (HQJOC) Security. All ADF, APS staff and visitors, and Defence Contractors must be in possession of an appropriate Defence Common Access Card (DCAC).

All visitors must be sponsored by a HQJOC staff member and are only permitted by prior arrangement. Visits must have a justifiable requirement that directly contributes to the support of strategic, operational or business functions.

The HQJOC visit sponsor is to submit a completed HQJOC Visit Request Form to HQJOC Security Operations for approval. Once the visit is approved, the visitor’s details will be placed on an access list, which is held by JOC security staff at the base entry/ingress point(s). Visitors are to be escorted and display their passes at all times, with passes returned to JOC security staff at visit completion. Visitors must wait at the internal security checkpoint to be signed in by the host/escort before being permitted past this point. Different locations within HQJOC require different security clearances. Visitors are to be restricted only to the areas that their clearance allows while inside HQJOC.

All visitors are subject to a vehicle search by Australian Federal Police and all items brought past the internal fence are to be X-rayed. Visitors are not compelled to undergo this process; however, if they decline they will then be refused entry.

Visitors with a valid DCAC have unescorted access from the main entrance security checkpoint to the carpark and internal security checkpoint perimeter.

Defence members are not required to wear headdress when on base.

No Personal Electronic Devices are to be brought into HQJOC. If found, they may be subject to confiscation and not returned. The following items are prohibited to be brought pass the 100m perimeter fence:

  • mobile phones, radios and transmitting devices
  • video cameras and other recording equipment
  • computers, laptops and tablets
  • mobile electronic storage devices including CDs
  • memory sticks and portable hard drives
  • fitness trackers, portable music devices
  • smart watches
  • e-cigarettes with a USB or similar charging port.

8am – 4:30pm Monday – Friday

Road rules

Visitors are not to park in reserved/numbered parking bays. VIP visitors will be notified of their designated parking for the duration of the visit.

Wildlife (Snakes)

Personnel are to exercise care when moving around the base. Call 1300 658 975 to remove from location.

Asbestos

Some buildings contain asbestos. This is recorded on the Asbestos Register. No work to be performed without authorisation. If suspected asbestos discovered, contact 1300 658 975 and restrict access.

Traffic Hazards

Drivers be mindful of surroundings and changes to traffic and pedestrian conditions at all times. Slow down and exercise extreme caution when driving.

Hazardous Chemicals

Signs are displayed where applicable and details held on register. Always wear the right PPE. Do not eat, drink or smoke while working or keep food or drink near dangerous goods & hazardous substances.

Plant & machinery

Drivers must slow down and exercise extreme caution when driving. Pedestrians must also be cautious by following formed paths.

Slips, trips & falls

Exercise care when moving around the base.

Sirens will communicate information about the base security status and procedures. In the event you hear any of the following emergency warning tones, stop what you are doing immediately and follow the direction of your escort or ECO Warden. In the absence of direction, follow the procedures below and those detailed in the following pages of the National Base Induction.

Evacuation

Exit building and assemble at predetermined assembly area. Remain at assembly area and await further direction.

Lockdown

Rapid short ‘beeping’ tone + ‘lockdown, lockdown, lockdown’ voice command

Follow the CLOSE procedure.

  • Close windows, blinds, doors and turn off lights.
  • Lock computers and put documents away.
  • Out-of-sight and minimise movement.
  • Stay silent and turn off phones.
  • Endure and maintain.

Stand down

Low-pitched ‘buzzing’ tone + ‘stand-down, stand-down, stand-down’ voice command

Resume normal activities.
