First Principles Review

Public Submissions

Interested parties are invited to make submissions to the First Principles Review of Defence.

The Terms of Reference provide guidance for the review.

The First Principles Review will take into account all submissions that have been lodged with the Defence White Paper 2015 and the Commission of Audit. Consequently, there is no need to resubmit any of this information, only new or additional information.

Submissions must be lodged by Friday 31 October 2014. Submissions will not be accepted after this date.

Submissions are limited to one per individual or organisation.

How to submit

You may lodge your submissions by emailing, attaching your Microsoft Word document;

OR, by posting your submission in hardcopy to:

Editorial Guidelines

All submissions, including those submitted in hardcopy must not be longer than 2,000 words.

Submissions that exceed the word limit will be excluded.

Please refer to the Terms of Reference to assist persons and organisations in developing their submissions.


Contributors must expressly and clearly indicate on their submission whether they consent to publication of their submission by Defence.

Such consent has the effect of giving permission for Defence to:

  • publish the submission in its entirety on the Defence website; and
  • publish whole or part of the submission in other Defence products, including the First Principles Review of Defence, with attribution to the author.

Contributors have the options of contributing anonymously or by pseudonym. An absence of express consent by the contributor may result in the submission not being published, or being subject to limitations.

Defence does not guarantee that all submissions will be published. In addition, submissions will not be considered nor published if they contain commercial advertisements, offensive language, or the sentiments expressed may offend or vilify sections of the community, including but not limited to racial intolerance, discrimination or hate-oriented material.

Subject to the above conditions, submissions with the authors' express consent to publish will be uploaded to the Defence website during the consultation process and will be removed at a time deemed appropriate by Defence.
