Implementing Smart Infrastructure

The Smart Infrastructure Handbook (Smart Infrastructure): Planning, Design and Construction (Smart Infrastructure) is implemented through various activities during the infrastructure delivery phase. Further guidance is provided in Smart Infrastructure Handbook, and Estate Planning (EP) checklist and Design and Construct checklist.


All clauses in Smart Infrastructure shall be addressed in the design unless explicitly stated otherwise in the Design Brief. Development of the Design Brief is detailed here. The Smart Infrastructure requirements are progressively demonstrated through the submission of the Estate Planning (EP) checklist and Design and Construct checklist. The Checklist is submitted during the design review stages and provides Defence:

  • summary of the project’s ESD and WOL initiatives referencing relevant design documentation and
  • Metering Strategy for the project.

At Design Completion a final Checklist and Metering Strategy are to be submitted through . All submissions shall include an editable spreadsheet copy.


All clauses in Smart Infrastructure relating to construction activities shall be addressed and demonstrated in the relevant environmental management plan or equivalent as required under the relevant Contract. Further information can be found here. At Construction Completion the following is to be submitted to Defence:

  • construction waste recycling and reuse percentage achieved compared to the pre-construction target.
  • updated Metering Strategy.

Tools for Monitoring

Smart Infrastructure requires the submission of the Metering Strategy at the end of both the design and construction stage of Defence infrastructure. The Metering Strategy is used to inform the Resource Data Management System and compare the resource intensity performance targets predicted during design against actual loading following construction, and then again to the ongoing performance of the building during operation (Figure 1). The Metering Strategy is used to also inform the following project delivery stages:

  • At commissioning and handover, including in relevant documentation.
  • During the Defects Liability Period (DLP).
  • Post Occupancy Evaluation (POE), undertaken in accordance with the relevant Contract.

Post Occupancy Evaluation

Where a Post Occupancy Evaluation has been undertaken for a project, in addition to other submission requirements under the relevant Contract, a copy of the report is to be submitted through .


The electricity, gas and water sub-meters installed and connected remotely to the Resource Data Management System during commissioning will enable Defence to monitor and undertake resource consumption data analysis at a site, regional, and national level during the operation of infrastructure. The Metering Strategy will be used to inform the Resource Data Management System and Defence’s Garrison Estate Management System (GEMS).
