DGCFI is the Project Approval Authority for the development and capital funding for capital facilities projects with an estimated capital project value less than $4.5 million (excluding GST).
FAS Infrastructure is the Project Approval Authority for the development and capital funding for capital facilities projects with an estimated capital project value over $4.5 million but less than $8 million (excluding GST).
MINDEF is the Project Approval Authority for the development and capital funding for capital facilities projects with an estimated capital project value over $8 million but less than $20 million (excluding GST).
All projects over $13.5 million (excluding GST) requiring referral to the Parliamentary Standing Committee on Public Works (PWC) are required to achieve Cost Agreement with the Department of Finance prior to the project being referred to the PWC.
MINDEF with the concurrence of the Minister for Finance is the Project Approval Authority for the development and capital funding for capital facilities projects with an estimated capital project value over $20 million but less than $100 million (excluding GST).
All projects over $20 million (excluding GST) requiring approval through Joint Ministers are required to achieve Cost Agreement with the Department of Finance prior to the letter from MINDEF to the Minister for Finance seeking project approval is sent.
NSC is the Project Approval Authority for the development and capital funding for capital facilities projects with an estimated capital project value over $100 million (excluding GST).
All projects over $100 million (excluding GST) requiring approval through NSC are required to achieve Cost Agreement with the Department of Finance prior to the NSC DRAFT being released for Coordination Comments.
Following Government or Departmental Approval, a project may be required to seek Parliamentary approval via the Parliamentary Standing Committee on Public Works (PWC).
Works costing between $2 million and $15 million (including GST) are known as 'medium works'. All medium works must be notified to the PWC before a contract is let for the works.
Works costing $15 million (including GST) or more are known as 'major works'. All Defence major works must be referred to the PWC and awarded Parliamentary Expediency before contracts can be awarded and works commence.
