A highly skilled uniformed workforce is critical for the defence of Australia and its national interests. Defence Force Recruiting’s objective is to recruit the right people, in the right numbers at the right time to enable the Australian Defence Force to achieve its strategic objectives – shaping Australia’s strategic environment; deterring actions against Australia’s interests; and responding with credible military force, when required.

A larger number of more complex capabilities requires growth in the size of the workforce. Defence requires a highly skilled workforce to transition to new platforms and build capacity in emerging capabilities such as cyber, intelligence, electronic warfare and space.

The total Australian Defence Force workforce currently stands at around 59,200 permanent personnel, which includes 550 Australians undertaking a gap year. There are around 40,000 reserve personnel. The size of the Australian Defence Force will increase over the next four years, with longer term growth across the next two decades.

All Australians are welcomed into the Australian Defence Force, regardless of gender, ethnic origin or cultural background. The Australian Defence Force is committed to identifying the very best people for each role, based on education, aptitude and potential. Defence seeks to be an employer of choice for Australians in a competitive labour market.

Statement of Intent

From July 2023, Defence will establish a ‘capability partnership’ with an industry partner to deliver the future Australian Defence Force.

The key principles which support this intent are:

  • Adaptable and Scalable: Capability needs in Defence are not static, and recruiting will necessarily be capability led. Recruiting requirements will therefore also not be static; standards, processes and systems will scale and adapt to meet changing needs.
  • Modern and Competitive: The competition for workforce talent is significant. Defence must not only compete with domestic industry, but other government organizations and international industry. Defence will implement modern recruiting practices to attract a broad range of candidates and to process applicants without avoidable loss. To be competitive, Defence will partner with industry (capability partner), articulate the future need and priority to evolve the system over time, as well as encourage innovation.
  • Transparent and Collaborative: Recruiting is not a transaction, rather the beginning of a series of relationships between Defence Force Recruiting, the Australian Defence Force, the capability partner and the candidate. Defence will provide and require consistent and trusted advice across the recruiting system to allow all parties, particularly the candidates, transparent information to make informed decision. Commercial arrangements must be collaborative, performance-based and generate value for Defence and its capability partner.

Requirements

Defence Force Recruiting services the people requirements of the Navy, Army and Air Force in order for them to build, sustain, and maximise Australian Defence Force capability. These requirements are articulated in the Recruiting Services Contract initial Statement of Requirements. Defence anticipates releasing the Statement of Requirements to industry via AusTender as part of a Request for Proposal on 28 August 2020 (see Procurement Approach section below).

The key objectives outlined in the Statement of Requirements include:

  • an effective and efficient recruitment process end to end, from attraction to enlistment or appointment. The process must place emphasis on a positive candidate experience and be consistent with Defence values.
  • the ability to scale and adapt to evolving recruitment requirements (such as surges for workforce growth or international engagement requirements). Also the ability to deliver a diverse and inclusive workforce including science, technology engineering and mathematics (STEM) and culturally and linguistically diverse (CALD) candidates.
  • uniform standards applied nationally to all eligible Australians irrespective of their geographic location.
  • a contemporary and competitive brand which positions the Australian Defence Force as a modern, inclusive, flexible and professional organisation.
  • transparent and shared understanding, identification and management of risk over the life of the capability partnership.
  • the capability to deliver 100 per cent of the recruitment target while identifying areas of cost reduction and potential efficiencies over the entire recruitment activity.

Procurement Approach

Defence is committed to modernising the entire recruiting approach – from the point of attraction to the point of selection for enlistment or appointment. The scope of this transformation is expected to be in excess of $1 billion over a ten year period and will require expertise in marketing, recruiting operations and candidate management, medical and psychological testing and assessments, ICT, facilities management, and administration to manage and integrate existing arrangements with the required change.

Defence is seeking a prime contractor arrangement in which one contractor will have overall responsibility for the provision of all elements of recruiting expertise required.

To identify the capability partner and preferred approach to deliver this broad and ambitious change, Defence will undertake an interactive two-stage procurement process.

Stage 1 is an open market Request for Proposal to identify respondents with the potential to deliver the requirements. Stage 2 will be a Request for Tender to a number of shortlisted respondents that were successful in Stage 1.

Defence expects that shortlisted respondents will have the opportunity to participate in solution definition engagement activities with Defence, to refine their proposed solutions, prior to the submission of their tender responses.

To maximise industry understanding of the requirements and Defence context, Defence intends holding an Industry Briefing shortly after the release of the Request for Proposal. Following this, Defence also intends to conduct a number of one-on-one briefings.

The Request for Tender process will involve interactive tendering activities to provide Defence and tenderers with the opportunity to:

  • explore and reduce areas of uncertainty and risk in their solutions;
  • enable better exchange of information between Defence and tenderers; and
  • provide greater opportunities for Defence to encourage innovative thinking by industry when proposing potential service solutions.
