DASR.139 - Aerodromes Overview

To support safe aircraft operations at Defence aerodromes, the Defence Aviation Safety Authority (DASA) released the Defence Aviation Safety Regulation (DASR).139 – Aerodromes on 10 Apr 20. These regulations require all Defence aerodromes to be classified as Certified or Non Certified. For the DASR.139 – Aerodromes, the terms airport, airfield, airbase, land based or shipborne heliports are all considered appropriate when referring to an aerodrome.

The DASR.139 - Aerodromes focus is on establishing certified aerodromes, which requires several key areas to be addressed among others:

                Aerodrome Operator Approval with an Accountable Manager
                Aerodrome Manual
                SMS and QMS Arrangements
                Aerodrome Certification

What We Do

Aerodrome Operator Approval

Those organisations seeking Aerodrome Operator approval are to apply to the Authority. The Authority reviews the application and if applicable, approves the Aerodrome Operator providing an Aerodrome Operator Certificate and an Aerodrome Operator Specification. Approved Aerodrome Operators seeking addition of an Aerodrome to their Aerodrome Operator Specification are to apply to the Authority. The Authority will approve addition of the Aerodrome to the Aerodrome Operator Specification if the regulations are met for the specified aerodrome. The Aerodrome becomes a Certified Aerodrome on Authority approval and addition to the Aerodrome Operator Specification.

Aerodrome Documentation

An Aerodrome Manual, SMS, QMS and Maintenance Program are reviewed by the Authority when an application for addition of an Aerodrome to the Aerodrome Operator Specification is made. These aspects form part of the evidence supporting compliance to the regulation.

Aerodrome Certification

The DASA reviews submissions for aerodrome determinations and provides final determinations on those aerodromes requiring certification within Defence.

An application seeking Aerodrome Certification is to be submitted to the Authority. The Authority reviews the application and if suitable will issue an Aerodrome Certificate. The DASA will issue Aerodrome Certificates based on satisfactory evidence that the design of the aerodrome complies with the aerodromes Certification Basis, including all the technical data required for the certification program and Aerodrome Manual as well as compliance to the other requirements under DASR.139.80.

How Do I Apply?

Application for Aerodrome Operator Approval is made through a compliance statement submitted to the Authority (TBD).

Application for the addition of an Aerodrome to the Aerodrome Operator Specification is made through a Compliance Statement submitted to the Authority.

Application for an Aerodrome Certificate is made through Application Form submitted to the Authority.
