Military Strategic Plans Division

Military Strategic Plans (MSP) provides a strategic military planning capability that compliments the existing strategic framework, strengthens the strategic centre and enhances the link between policy, strategy and operations.

MSP will conduct long-term strategic military planning to ensure the ADF is well placed to meet future strategic threats and challenges.

MSP will work collaboratively both within and outside the ADO to ensure the ADF is postured to provide policy informed robust advice to government through detailed strategic analysis.

Major General Gavan Reynolds, AM

Head Military Strategic Plans Division - Major General Gavan Reynolds, AM

Gavan Reynolds graduated from the Royal Military College, Duntroon, Canberra in 1987. He holds a Bachelor of Arts with Honours in Geography, Master of Defence Studies and a Master of Business Administration. He is a Graduate of the Australian Institute of Company Directors having chaired the Army Relief Trust Fund and the Army Amenities Fund Company.

Postings have included; troop commander with the 16th Air Defence Regiment, aide-de-camp to the Chief of Army, staff officer in the 3rd Brigade, analyst at the Defence Intelligence Organisation and tactics instructor at the Land Warfare Centre. Operational service includes the Gulf War (1990-91) in command of an RBS-70 detachment on HMAS Success, military observer with the United Nations in Lebanon and Syria, the Australian Joint Task Force Iraq in 2007 and most recently in Afghanistan with the NATO led Headquarters International Security Assistance Force.

He commanded the 1st Intelligence Battalion in 2004/2005, being promoted to the rank of Colonel in 2007 and serving as the Director of Officer Career Management – Army. He was appointed as a member to the Order of Australia in 2010 for exceptional service to the Army in the fields of personnel and intelligence. He was promoted to the rank of Brigadier in September 2010 to serve in Afghanistan and then Director General Personnel – Army from June 2011 to December 2012. He served as the Commander 6th Combat Support Brigade from September 2013 to October 2015. The 6th Combat Support Brigade has a diverse range of capabilities that includes intelligence, surveillance and reconnaissance units and force level engineers.

Staff course attendance includes the Australian Staff College in 1999, the Australian Centre for Defence and Strategic Studies in 2010, and the Higher Command and Staff Course in the United Kingdom in 2013.

He was promoted to the rank of Major General in November 2015 to serve as the Australian Military Representative to NATO and the EU from 2016-2018. He commenced in the role of Head Military Strategic Plans in January 2019.

Known to friends and colleagues as Gav, he is well travelled and enjoys military history, rugby, cycling and running. He is married to Natalia, an intellectual property specialist and they have two children.
