About Security Clearances

Q1. What is a security clearance?

A security clearance is a status granted to individuals allowing them access to classified information and resources after completion of a series of thorough background checks.

These checks are undertaken to ensure that people entrusted with security classified information/resources:

  • are eligible to have access
  • have had their identity established
  • are suitable to have access, and
  • are willing to comply with the standards that safeguard those resources against misuse.

Security clearances are only required for individuals who, as part of their work for the Australian Government, need to access classified information/resources.

Q2. How do I know if I need a security clearance?

When you start a new job or contract you will be advised by your employer whether or not the position you will be working in requires you to have a security clearance.

Q3. How many types or levels of security clearance are there?

Australia has four levels of security vetting, each involving more rigorous checking:

  • Baseline Vetting: permits access to classified information/resources up to and including PROTECTED.
  • Negative Vetting Level 1: permits access to classified information/resources up to and including SECRET.
  • Negative Vetting Level 2: permits access to classified information/resources up to and including TOP SECRET.
  • Positive Vetting: permits access to resources at all classification levels, including certain types of caveated and codeword information.

The level of security clearance required will depend on the level of classified information/resources you need to access in your position, eg. 'your need-to-know'. The requirement for a security clearance is not based on rank or seniority.

Q4. Can I apply for a security clearance on my own?

No. To obtain a security clearance you need to be sponsored by an Australian Government agency.

Q5. Do you have to be an Australian citizen to be eligible for a security clearance from the Australian Government?

Australian citizenship is a condition of eligibility for security clearances. Only in exceptional circumstances can the head of your employing agency waive this requirement.

Q6. Do I need a security clearance, or does my company need security cleared staff, to bid for government contracts?

No. You do not need to hold a security clearance to bid for Australian Government work. Australian Government procurement guidelines are clear that there should be no competitive advantage in having an existing security clearance.

Requests for security clearances must be raised during the contractual process. Advertising for staff who already have a security clearance is contrary to Australian Government policy.

Q7. Who conducts Australian Government security clearance assessments?

The Australian Government Security Vetting Agency (AGSVA) conducts security clearance assessments on behalf of all agencies, except for the following authorised agencies who conduct their own security clearance assessments:

  • Department of Foreign Affairs (DFAT)
  • Australian Security Intelligence Organisation (ASIO)
  • Australian Federal Police (AFP)
  • Australian Secret Intelligence Organisation (ASIS); and
  • Office of National Assessments (ONA).

Security clearance assessments are conducted in accordance with the Australian Government Protective Security Policy Framework (PSPF) personnel security core policy

Q8. Is my security clearance transferable to other government agencies?

All Australian security clearances granted by the AGSVA and other authorised agencies may be transferred between these agencies in accordance with the PSPF Personnel Security Policy.

To do this, a transfer of security clearance sponsorship will be required. You should discuss this process with your security officer/adviser at your new agency, as your new agency is responsible for managing sponsorship updates and, if required, any changes to your clearance level as a result of your transfer.

Q9. Who pays for security clearances?

The following are invoiced by the AGSVA for security clearance services:

  • Government agencies: federal, state and territory agencies to whom the AGSVA provides services (excluding the Department of Defence)
  • Defence industry providers: non-government organisations/contractors who require a security clearance for work they are undertaking with the Department of Defence [Refer to the Defence Industry Q&A on the AGSVA website for more information]

Non government organisations/contractors whose security clearance is sponsored by other government agencies (ie. agencies other than Defence) are not invoiced by the AGSVA. In these instances invoices are sent to the sponsoring agency. Security clearance arrangements between other government agencies and their industry providers need to be referred to the sponsoring agency.

Federal, state and territory government employees are not required to pay for security clearances. These costs are borne by their sponsoring agency.

Q10. How much do security clearances cost?

The Application Process

Q11. What does the security clearance process involve?

Once an Australian Government Agency has agreed to sponsor your security clearance, and has notified the AGSVA, you will be asked by the AGSVA to complete a security pack comprising:

  • Security clearance ePack questionnaire—you will need to complete and submit this online questionnaire to the AGSVA.
  • Supporting documentation—you will also need to (1) complete a number of forms provided in the security clearance ePack and (2) provide the AGSVA with personal documents to confirm your identity and background (please see Factsheets and Forms page for more information).

The level of security clearance requested and your individual circumstances will determine the number and complexity of the questions and the supporting documents required.

The information you provide is used as the basis for conducting a range of background checks and inquiries. These will assist in identifying any particular vulnerabilities that may expose you to manipulation, blackmail or coercion.

Depending on the security clearance level sought, the checks may include referee interviews, an interview with you, financial checks and searches of records held by Australian Security Intelligence Organisation (ASIO) and the Australian Federal Police (AFP).

From these the AGSVA will make an assessment of your suitability to access security classified information/resources.

Q12. What will happen to the information I provide? How is it protected?

All information you provide will be afforded the maximum level of confidentiality in accordance with the following legislation:

  • Privacy Act 1988
  • Archives ACT 1983
  • Freedom of Information ACT 1982
  • Crimes ACT 1914
  • Criminal Code ACT 1995 and
  • Public Service Act 1999.

The information provided by you and/or your referees will only be used by authorised personnel who have a legitimate requirement to access it for security purposes.

Q13. How long do I have to complete my security clearance application?

Clearance subjects are generally unable to start their new position until the security clearance process is completed. The sooner we get all the information we need to commence assessment of your application the sooner the security clearance process can be completed.

The AGSVA requests that you complete your security pack within 28 days. You should provide the AGSVA with both your completed online questionnaire and your supporting documentation within 28 days of receiving your login to your security clearance ePack.

If there are extenuating circumstances and you require more time, please ask your security adviser/officer to contact the AGSVA to request an extension. Please be advised that requests for extensions can only be made by security advisers/officers.

Q14. I have forgotten the password to my security clearance ePack, what should I do?

Please contact your security officer/adviser. They will be able to reset your password. Alternatively you can contact the AGSVA on t: 1800 640 450 or e: SecurityClearances@defence.gov.au

Q15. I cannot login to my security clearance ePack due to technical issues, what should I do?

Q16. Who should I name as a referee?

A referee needs to be someone who has known you for a minimum of three months and with whom you have had regular contact. Where possible, referees should be Australian citizens or permanent residents of Australia.

If you are unable to nominate a referee who is an Australian citizen or permanent resident, where possible, a referee with citizenship of the United States, Canada, United Kingdom or New Zealand should be nominated.

Depending on the clearance level there are different requirements for the number and type of referee required:

Any current supervisor you nominate must have supervised you for at least 3 months; any previous supervisor must have supervised you for at least 6 months during the last 12 months.

If you are unable to provide a supervisor or other professional referee (eg. because you have not worked during the last 12 months) please provide a character referee(s) instead.

Character referees must have known you for at least 3 months and may be a work colleague, neighbour or friend. They must not be a family member, spouse, defacto partner, other partner (boyfriend / girlfriend / etc.), ex-partner or relative.

It's also advisable that before nominating a referee you check with them first to see if they are available to be a referee. One of the causes of delays in a security clearance process is the availability and responsiveness of referees.

Please ensure your referees are happy to be part of the process and that they understand the requirements of being a referee (see AGSVA Referee FAQs for more information on the role of referee).

Q17. What supporting documentation do I need to provide?

The supporting documentation you need to provide comprises:

  • The following AGSVA forms which you can print from your security clearance ePack once you have submitted your online questionnaire:
    • SVA021 Security Clearance Informed Consent and General Secrecy Acknowledgement
    • SVA084 National Police Checking Service (NPCS) Application
    • SVA041 Statutory Declaration
  • Personal documentation: the personal documentation required will be listed in your Schedule of Requirements form which you can print from your security clearance ePack once you have submitted your online questionnaire.

Q18. How do I provide my supporting documentation to the AGSVA?

The quickest (and preferred) method for getting your documents to the AGSVA is to scan and email them to: agsva.ncc@defence.gov.au

Please include your Clearance Subject ID number in the email subject line. Please also ensure documents are scanned in Adobe PDF format and that each page is clearly legible.

Alternatively your documentation can be sent via post. The registered mail or express post option enables you to track delivery of your documents.

Please only send documents via one method (email or post), not both. Also please do not send us your entire ePack. We only require you to supply the four ePack forms listed above in Q15 as well as the requested personal documentation as outlined in your Schedule of Requirements.

Q19. What do I do if my supporting documents are in a language other than English?

Where personal documentation is in a language other than English you will need to obtain a translation of the document from a National Accreditation Authority for Translators and Interpreters (NAATI) accredited provider.

You will need to provide us with copies of both the original untranslated document(s) as well as the certified translated document(s). These copies can be either scanned copies (if sending your documents electronically) or photocopies (if sending your documents via post). We do not require original documents.

Q20. What if I cannot provide the supporting documents that need to be submitted with my security pack?

If you cannot provide certain documents please outline the reasons on the statutory declaration provided from the security clearance ePack and submit it with your other documentation to the AGSVA.

Please note that a statutory declaration can only be used as a substitute for documents that are genuinely unavailable. The AGSVA will then make an assessment to determine if your statutory declaration is sufficient for the process to proceed.

Please be aware that if a new copy of a document is able to be requested from the issuing agency, such as a Birth Certificate from Births, Deaths and Marriages, a statutory declaration will not be accepted as a substitute.

Q21. How long does it take to process a security clearance?

Security vetting is by necessity a complex business. The time it takes to assess each case will vary depending on the level of the security clearance and the individual circumstances of the clearance subject.

Once you have provided us with your security pack, both your ePack questionnaire and all your supporting documentation—AGSVA commences its assessment of your suitability.

The benchmark timeframes for processing a security clearance and determining suitability are:

  • one month for Baseline
  • four months for Negative Vetting 1
  • six months for Negative Vetting 2
  • six months for Positive vetting.

We aim to complete 95% of all our security clearances within benchmark. However, given the complex nature of vetting, unforeseen delays can and do occur. You can assist in the process by providing your security clearance pack to us as soon as possible and ensuring all your information is correct, comprehensive and complete.

And please remember the assessment process can only begin once we have received your complete security pack.

Q22. What are some typical delays that may impact the security clearance process?

Some of the most common causes of delay include the submission of incomplete security clearance packs, delays associated with obtaining information from referees and investigations associated with time spent outside Australia.

You can assist the process by:

  • making sure all information, forms and documents in your security clearance pack are accurate, comprehensive and complete
  • checking that your referees are available and aware they may be contacted.

Q23. What do I do if I no longer wish to continue with my security clearance application?

If you do not wish to continue with your security clearance you will need to contact your security adviser/officer. Only security advisers/officers are able to cancel security clearance processes.

Q24. Where can I get assistance completing my security clearance application?

Q25. Can I complete my security clearance ePack on a smart phone?

While you are able to use a smart phone to fill out and submit your security clearance ePack, unless your smart phone is connected to a printer, you won't be able to finalise the process using a smart phone.

After submitting your ePack, you will then be required to print hard copies of mandatory forms which need to be filled out and sent back to the AGSVA. If you can't print from your smart phone, you will need to log back in to your ePack using another device that is connected to a printer (eg. laptop, PC), and print the documents using that device.


The Assessment Process

Q26. How can I verify the credentials of the person contacting me about my security clearance?

If you have any concerns about the individual who is contacting you in regard to your security clearance you can verify their credentials by contacting the AGSVA on telephone number 1800 640 450 or email SecurityClearances@defence.gov.au

Please also see questions 27 and 28 for the names of companies which have been government-approved to assist the AGSVA.

Q27. Who will assess my security clearance request?

The AGSVA is responsible for managing the security clearance process, including processing, evaluating and granting security clearances on behalf of the Australian Government.

To assist in the process, the AGSVA utilises a panel of government-approved vetting companies. All staff employed by these vetting companies have been through a strict selection process and hold appropriate qualifications to conduct vetting on behalf of the AGSVA and are appropriately cleared.

Q28. I have received an email and SMS from a company called Equifax with regard to completing online consent forms. What should I do?

People undergoing a Positive Vetting security clearance are required to have a credit history check. Equifax, part of the Veda group of companies, facilitates this process on behalf of the AGSVA.

Equifax provides the secure online portal for exchange of information between the clearance subject and Veda. Veda is then responsible for undertaking the credit history checks. The process involves the following:

  1. Equifax will send you an email and text message inviting you to log in to their secure online portal to give your consent to Veda to conduct a credit history check.
  2. On receipt of your consent, Veda will then conduct the credit history check.
  3. Veda will then provide you with an email that will contain your username and a text message with a password. These used in conjunction with one another will direct you to a copy of your credit history report (credit file) via the secure portal.
  4. Once you've had an opportunity to review the credit file you will then have the option of consenting for the file to be provided to 'a third party', that third party being the AGSVA.
  5. If you consent to your credit file being sent to a 'third party' it will be sent straight to the AGSVA – no credit files are provided to the AGSVA without the clearance subject's consent.

Both Veda and Equifax are government-approved to undertake these tasks on behalf of the AGSVA, so please follow the instructions provided in their correspondence.

Q29. Will I be interviewed?

An interview is mandatory at the Negative Vetting 2 or Positive Vetting levels. However, interviews may be requested for security clearances at other levels to clarify information you have provided.

Negative Vetting 2 and Positive Vetting interviews are conducted during business hours and need to be conducted in settings that ensure privacy. The preferred venue is in one of our offices. Depending on circumstances, we can also arrange for the interview to take place at your workplace, or other suitable venue.

Q30. What will I be asked at interview?

The questions will cover most areas of your personal and professional life and are used to build as complete a picture of you as possible. We need to establish whether you are suitable for a security clearance and whether you can be relied upon to safeguard the classified information/resources you will have access to.

The interview is likely to take between two and four hours to complete. Please note that it is not uncommon for interviews to take longer than four hours, particularly for Positive Vetting level security clearance assessments.

We assess your loyalty, honesty and reliability, and whether you could be particularly vulnerable to manipulation, blackmail or coercion. You will be asked questions on wide ranging topics such as your relationships, finances, substance use, overseas travel and connections, employment history or political views.

Some of the questions will be intrusive. If you have any doubts about the relevance of a question please ask the interviewing officer for clarification.

You should be completely honest. Sometimes people have aspects of their lives that they are ashamed of or embarrassed to tell us about. Usually these are of little or no security significance. They will generally not stop or restrict the granting of a security clearance.

Our vetting officers are qualified, trained and experienced professionals and are unlikely to be shocked or surprised by anything you say. Please ensure your responses are truthful and do not seek to withhold information. The consequences for your security clearance are likely to be more significant if it is identified that you have been untruthful or withheld information.

Q31. Will I need to undergo a psychological assessment?

A psychological assessment (PA) is mandatory at the Positive Vetting level. There are also some designated jobs at the Negative Vetting 1 and 2 levels that require a PA due to the highly sensitive nature of those positions. Furthermore, PAs may be requested at any security clearance level to clarify information that you have provided.

PAs routinely take place at the offices of the assessing psychologist, in order to ensure your privacy. This may be within an AGSVA office or an external location, depending on availability of assessing psychologists and your own availability.

Q32. What is involved in a psychological assessment?

A PA consists of two parts: psychometric testing and the psychological interview.

During psychometric testing, you would undertake a series of psychological tests which may include integrity, personality and/or ability tests. You may also be asked to provide biographical information to inform the psychological interview. The psychological testing typically takes approximately two hours but may take less or more time depending on how quickly a clearance subject completes each test.

During the psychological interview, you will be asked a series of personal questions relating to your childhood, education, work history, relationships and any other part of your background which may contribute to your overall psychological functioning. It is important to be open and honest with the assessing psychologist.

The interview typically takes approximately 2-3 hours but this may vary depending on individual circumstances.

Q33. What will my referee(s) be asked at interview?

Referees play an important role in the security clearance process in helping to verify information and double check details. They will be asked questions covering personal and professional aspects of your life, for example, relationships, finances, substance use, employment history or other personal background information.

Q34. Can I talk to my referee(s) about the interview after it has taken place? Can I ask them what they were asked and what they said?

Yes. There are no legal impediments to you speaking with your referee. But equally, the referee is under no obligation to tell you what was discussed at the interview.

Q35. How can I confirm the progress of my security clearance?

If your security clearance application process has exceeded the benchmark timeframe (please refer Question 21 for benchmark timeframes) your security adviser/officer will be able to check the status of your security clearance.

Q36. Will I be told the outcome of the assessment process?

Yes. You, and your employing agency, will be advised of the outcome in an email from the AGSVA once the security clearance process has been completed.

Q37. For what reasons would I be denied a security clearance?

Various reasons exist for why someone may be denied a security clearance. The most important factors in the security clearance process are your honesty, openness, and thoroughness in completing your security pack and responding to any questions.

Every case is individually assessed, in accordance with the PSPF personnel security core policy.

Q38. What happens if I'm denied a security clearance. Is there an appeal process?

Yes. The appeal process is slightly different for members of the Australian Public Service (APS), members of the Australian Defence Force (ADF) and non APS employees and contractors.

  • APS members: in the first instance, the avenue of appeal is to write to the Secretary of Defence. Requests for a review must be lodged within 120 days of receipt of the decision. If you are not satisfied with the response a secondary review by the Merit Protection Commissioner can be submitted to the Secretary of Defence. For additional information on secondary reviews for APS members, please email review@apsc.gov.au.
  • ADF members: in the first instance, appeals should be handled via the normal channels of redress, as outlined in the Complaints and Resolution Manual (available on the Defence intranet). If you are not satisfied with the response a complaint can be submitted to the Defence Force Ombudsman requesting a review of the decision.
  • Non APS employees and contractors: in the first instance, the avenue of appeal is to write to the Secretary of Defence. Requests for review are required to be lodged within 120 days of receipt of the decision. If you are not satisfied with the response a complaint can be submitted to the Commonwealth Ombudsman to pursue the matter further.

The security assessment provided by ASIO is also subject to appeal through the Administrative Appeals Tribunal. Further information on this process can be provided by the AGSVA if required.


Security Clearance Aftercare

Q39. What do I need to do once I have been granted a security clearance?

There are a number of responsibilities that come with having a security clearance. You will be advised of your responsibilities when your security clearance is granted.

Among these responsibilities is the notification of changes in personal circumstances. Please refer to question 40 for further information.

Q40. How do I notify the AGSVA about changes in personal circumstances?

Clearance holders are required to advise the AGSVA of any changes in personal circumstances. Changes in your personal circumstances can be advised in two ways.

The preferred method is to do this online via the ePack system using the same login details you used when completing your last ePack. If you have forgotten your login details your security officer/adviser will be able to reset your password.

The alternative way to notify the AGSVA about changes in your personal circumstances is by completing and submitting a SVA003 Change of Circumstance Notification available from the Factsheets and Forms page of the AGSVA website.

The notification of changes in personal circumstances allows the AGSVA to review the implications of changes to your circumstances for your continued suitability to hold a security clearance. It also enables the AGSVA to maintain up to date records.

As a clearance holder you should also report significant changes in the personal circumstances of other clearance holders where you believe there may be implications for security. You can provide this information to your agency's security section, your security officer/adviser or directly to the AGSVA.

Q41. Do I need to report overseas travel to the AGSVA?

No. However, you should report all overseas travel to your security officer/adviser or your agency's security section. They will assess the information and decide if the travel needs to be reported to the AGSVA. If it does, they will notify the AGSVA on your behalf by submitting a SVA004 Change of Circumstance Report.

The referral of this information will depend on which countries were visited and if there were any significant security concerns that are relevant to your continuing suitability to hold a security clearance.

Q42. How often is a security clearance reviewed?

All security clearances are required to be reviewed at regular intervals. The interval depends on the level of the security clearance (see table below). The AGSVA will advise you when your security clearance is due for review.

If you wish to confirm your due date for a revalidation or security appraisal, you can do so by contacting your security officer/adviser. If you require further assistance please contact the AGSVA on telephone number 1800 640 450 or by email to SecurityClearances@defence.gov.au.

If you require a revalidation or annual security appraisal earlier than the due date, for example if you are being posted overseas or will be travelling overseas when your security clearance review is due, please advise your security adviser/officer so they can discuss options with the AGSVA for an earlier review.

Please note: a review for cause (eg. assessment of a clearance subject's suitability to hold a security clearance) may be initiated at any time outside the normal review timeframes by the AGSVA or at the request of your sponsoring agency.

Q43. What is the process for getting a security clearance reviewed?

The AGSVA is responsible for initiating and managing the revalidation process for all clearance levels and the annual security appraisal process for Positive Vetting clearances. We will contact you when you are required to undergo any of these reviews.

To assist the process, it is important that the AGSVA has your most current contact details. If we do not have your current contacts and cannot locate you at the time your revalidation or annual security appraisal is due, then your security clearance may be cancelled.

If there have been any changes to your contact details since your security clearance assessment please complete an online Change of Circumstances Notification via the ePack system using the same login details you used when completing your last ePack. If you have forgotten your login details your security officer/adviser will be able to reset your password.

Alternatively, you can also notify the AGSVA by completing and submitting a SVA003 Change of Circumstance Notification available from the Factsheets and Forms page of the AGSVA website.

Q44. Do I need to provide previously submitted documents for my security clearance review?

If your current security clearance was granted by the AGSVA, we will have a record of all your previous documents and you will only need to provide documents that have been generated through changes in your personal circumstances since your security clearance was granted.

For example, additional information will be required if you've changed your employer or your address or your marital status, etc. You should not be required to resubmit your identity documents (eg. birth certificate, citizenship papers, marriage certificate, etc).

If your current security clearance was granted by another agency, we may not have a record of all your previously submitted documentation, so you may be required to resubmit documents.

Q45. What needs to happen if I change my employer?

If you are leaving the employ of your sponsoring agency, you need to contact your security adviser/officer so that they can advise the AGSVA.

If you are transferring to a new agency and still require a security clearance, your security adviser/officer at the new agency needs to notify the AGSVA that they are now the sponsor of your security clearance.

Q46. How long is my security clearance good for after I stop working for the government?

For your security clearance to remain active, you need a current government sponsor. If you are leaving the public service, or no longer working for the government, your security officer/adviser must advise the AGSVA so your clearance can be made inactive.

Security clearances can be reactivated in accordance with certain protocols:

  • An inactive Baseline or Negative Vetting level security clearance can be reactivated if it is within the revalidation period (refer to Question 42) and sponsorship is being provided by an Australian Government agency.
  • A Positive Vetting level security clearance can be reactivated if it is within the revalidation period; the clearance subject has undergone an annual security check within in the last two years; and sponsorship is being provided by an Australian Government agency.
  • Before a decision on a reactivation can occur:
    • your security officer/adviser needs to confirm sponsorship and advise the AGSVA of your requirement for a security clearance
    • you may be required to make a notification of changes in personal circumstances, and
    • you may also be required to undergo additional assessments and background checks.
