Dr Tom Clarke – Acting First Assistant Secretary Audit and Fraud Control
Dr Thomas Clarke joined Defence in October 2016 as Assistant Secretary Audit and commenced acting as First Assistant Secretary Audit and Fraud Control in March 2017.
Tom previously worked in the Australian National Audit Office in a variety of Senior Executive roles including managing the performance audit program of Defence and the Australian Government’s border protection, law enforcement and intelligence agencies. In 2013-15, Tom was the Australian representative for the 10th Asian Organisation of Supreme Audit Institutions Research Project on Audit to Detect Fraud and Corruption: Evaluation of the Fight against Corruption and Money Laundering.
Prior to being promoted to the Senior Executive Service in 2010, Tom was a Senior Director in the Australian National Audit Office responsible for undertaking performance audits in a diverse range of Australian Government programs, including those relating to Australia’s border security and quarantine arrangements, indigenous law and justice, research and development, fisheries management and overseas trade facilitation programs. Tom previously worked in the Department of Immigration, and at the Australian National University and the University of Canberra.
In 1998 Tom was awarded a Doctor of Philosophy from the Australian National University in the field of the historiography of democratic thought.
Tom, his wife, and their son live in Canberra. Tom enjoys camping and cycling and is a keen fisherman.
